HP is the party that creates the drivers for their own products. If they don't intend to support your scanner in newer operating systems there won't be any new drivers for it. According to the list below your scanner will not be supported under Windows 7 by HP.
See the notes at the bottom of that page too. Some older hardware does have legacy drivers provided for it in Windows, many or most don't though. Expect only the basic functionality of the device with these 'legacy' drivers. For scanners that could mean being only able to use the basic Windows scanning interface to scan with (ie. not the HP scanware software you are used to). If a legacy driver exists Windows would typically install it automatically the first time the scanner is plugged in and turned on.

If the scanner does have Vista drivers you might be able to use those in Windows 7 by running the driver installer in Vista compatibility mode. Download the newest version of the Vista driver that is available from HP. Running the installer with the 'as administrator' option might also be required. Set a restore point in Windows 7 before trying to install the old version driver so that you can revert your system back again if the driver/Scanware causes problems.
